Why is white skin considered clean?

Leviticus 13:13 (ESV)

13 then the priest shall look, and if the leprous disease has covered all his body, he shall pronounce him clean of the disease; it has all turned white, and he is clean.

If the skin is white, the Israelite is pronounced clean. In this instance, uncleanness results from the impurity of raw flesh. White skin may denote that healing has taken place. That is, new skin has grown over the infected areas.
