Leviticus 13:25 (ESV)

25 the priest shall examine it, and if the hair in the spot has turned white and it appears deeper than the skin, then it is a leprous disease. It has broken out in the burn, and the priest shall pronounce him unclean; it is a case of leprous disease.

The priest would follow the same procedure as laid out in Leviticus 13:18–23. When raw flesh appears on a burn, the priest would examine it. If hair on the spot turns white and there is infection below the outer skin, then the person has the basic symptoms of a serious skin problem.
