What is the meaning of the expression: “my soul is bereft of peace”?

Lamentations 3:18 (ESV)

18 so I say, “My endurance has perished; so has my hope from the LORD.”

The expression is awkward and difficult to explain. A variety of translations are possible. One possibility is to understand it as God to be the subject of the verb: You have rejected my soul from peace. The problem with this interpretation is that there is no possibility of direct access to God at this stage, especially when the development of the poem is taken into consideration. Another possibility is to understand the verb in a passive form, for example: My soul has been rejected from peace—or my soul is bereft of peace, as is the case with the English Standard Version. In this case peace (shalom) should be understood as inward calm and equilibrium. In Psalm 38:3 the opposite is stated, namely, There is no health in my bones. In the light of the writer’s circumstances and despair, he feels that he cannot be at rest with himself, because of God’s hostility.1
