Job 24:17 (ESV)

17 For deep darkness is morning to all of them; for they are friends with the terrors of deep darkness.

Darkness is to criminals what the morning light is to others. It is the time at which they set out to work. The point that is emphasized in Job 24:13–17 is that wicked men continue with their crimes without being hindered. Their deeds of darkness continue from one night to the next.
