Job 22:19 (ESV)

19 The righteous see it and are glad; the innocent one mocks at them,

In Job’s last speech, he had argued that there is no proof for his friends’ claim that the wicked are always punished. But, says Eliphaz, the punishment of the wicked can easily be observed by those who are righteous. They see the destruction of wicked men (like Job) and they experience righteous joy in seeing it.
