18 That they are like straw before the wind, and like chaff that the storm carries away?

Again, Job challenges his friends to prove their claims. His argument is clear. If the wicked are not always destroyed, then the theory of Job’s friends does not hold water. Then they must admit that God does not always reward righteousness and punish wickedness.
