What does Jude mean by saying, "Woe to them"?

Jude 1:11 (ESV)

11 Woe to them! For they walked in the way of Cain and abandoned themselves for the sake of gain to Balaam’s error and perished in Korah’s rebellion.

Jude is making a prophetic pronouncement of judgment on the heretics who have forsaken God (see also Isaiah 5:1–30; Jeremiah 22:13–17; Jeremiah 23:1–4; Amos 6:1–3; Habakkuk 2:6–20).
