32 so the Asherites lived among the Canaanites, the inhabitants of the land, for they did not drive them out.

This verse is the first to note that instead of the Israelites permitting Canaanites to live in their territories, now the Canaanites remain the default population, at whose will the Israelites settle down.1,2
