Who is meant by the pronoun “we”?

Nehemiah 4:9 (ESV)

9 And we prayed to our God and set a guard as a protection against them day and night.

The pronoun we (and later our) necessarily includes Nehemiah himself first of all. Under his leadership, the people of Jerusalem responded to their enemies’ plotting by going to God in prayer. They had done the same in response to scorn (Nehemiah 4:4).
