What does the reference to “the land and the hills” capture?

Haggai 1:11 (ESV)

11 And I have called for a drought on the land and the hills, on the grain, the new wine, the oil, on what the ground brings forth, on man and beast, and on all their labors.”

With the Lord’s word that he has called for a drought on the lands and the hills, he is encompassing both types of land, which include the vast cultivated fields (such as the Shephelah in the south) and the mountain regions (such as the Judean hill country). That makes it undeniable that the drought comes from God, since it is normal for the mountain region to get significant rain. No one less than God himself can make the opposite occur.1
