Why does the Lord say, “At this time I will be the God of all the clans of Israel, and they shall be my people”?
This is a repetition of the covenant promise given in Jeremiah 30:22. It serves as a transition to the next section by bringing Jeremiah 30:1–24 to a conclusion and introducing Jeremiah 31:2–14.1
The phrase at that time
refers to the time when the Lord has completed his judgment and executed and accomplished the intentions of his mind
(Jeremiah 30:24). The fact that he will be the God of all the clans of Israel
makes it clear again that his purpose is to restore his people as a united Israel.
