15 Do you know how God lays his command upon them and causes the lightning of his cloud to shine?

Elihu cannot help but refer again to clouds and lighting. After all, a storm is approaching as he speaks. If Job cannot even explain the origin of this storm, how dare he comment on God’s ways of governing the world?
