Why were these two men “displeased” that “someone had come to seek the welfare of the people of Israel”?

Nehemiah 2:10 (ESV)

10 But when Sanballat the Horonite and Tobiah the Ammonite servant heard this, it displeased them greatly that someone had come to seek the welfare of the people of Israel.

The text thus far provides no reason why they were greatly displeased. From further mention of these men in the book of Nehemiah it becomes evident that they felt threatened in their own political positions (Nehemiah 2:19).
