Deuteronomy 2:33 (ESV)

33 And the LORD our God gave him over to us, and we defeated him and his sons and all his people.

Though Sihon initiated the battle, the Lord gave him over to Israel. And Israel did not sit back; they engaged Sihon, achieving complete destruction of him, his sons, and all his people. The mention of his sons indicates that his dynasty was over.
