What is the context of verse 31?

Leviticus 25:31 (ESV)

31 But the houses of the villages that have no wall around them shall be classified with the fields of the land. They may be redeemed, and they shall be released in the jubilee.

Houses in villages were to be treated differently from houses in walled cities. The term villages (ḥāṣēr) in all likelihood originally referred to an encampment of tents that were arranged in a circle. These would have been the residents of farmers. As such, they were inseparable from the land in which they worked. These village dwellings were subject to the regular rules of redemption and the jubilee.
