The recurring phrases in this chapter – holy conventions
and rest days
– reveal that Leviticus 23:1–44 is primarily concerned with how the nation should celebrate religious festivals. It was the priest's responsibility to know the various requirements for each occasion. Moreover, the Israelites were expected to set apart and attend such holy days, at which sacrifices would be offered on their behalf. In other words, the setting apart of these days was a combination of divine instruction and human response.
