The phrase, this is to the end that
serves to signify the purpose of this law. The law centralizes the worship of God. Up to his point in Israelite history, sacrifices were a random activity which often took place outside the camp of Israel with no priestly oversight. The Lord now requires orderly worship with proper oversight by his divinely appointed mediators.
5 This is to the end that the people of Israel may bring their sacrifices that they sacrifice in the open field, that they may bring them to the LORD, to the priest at the entrance of the tent of meeting, and sacrifice them as sacrifices of peace offerings to the LORD.
