Matthew 5:34 (ESV)

34 But I say to you, Do not take an oath at all, either by heaven, for it is the throne of God,

To swear an oath by heaven is to invoke God’s throne (Psalm 2:4; Psalm 11:4; Isaiah 66:1–2). God is thus witness to your oath when you swear by heaven. It is not a lesser oath that you are not obligated to keep.
