What does Jesus mean when he refers to the “Law or the Prophets”?

Matthew 5:17 (ESV)

17 “Do not think that I have come to abolish the Law or the Prophets; I have not come to abolish them but to fulfill them.

The Law or the Prophets is a shorthand way of referring to all of Scripture (see Luke 24:27, Luke 24:44). 1
