This verse mentions the reason that God can rebuild Israel and heal the wounds: his power and wisdom. It literally says that there is no measure (that is, no limit) to his intelligence. Think about it: the stars can be counted (only by God), but God’s intelligence is even greater than that number; therefore, it is beyond measure, or immeasurably great. The previous verse contains a similarity to Isaiah 40:26, and this verse has a similarity to Isaiah 40:28b.
