Isaiah 23:12 (ESV)

12 And he said: “You will no more exult, O oppressed virgin daughter of Sidon; arise, cross over to Cyprus, even there you will have no rest.”

Sidon is addressed here as a representative of the Phoenicians. The city is told to stop rejoicing because there would be no reason for joy. She is like a woman who was mistreated. Even if she were to flee over the sea to Cyprus, she would not find rest.
