Why is raw flesh considered unclean?

Leviticus 13:14 (ESV)

14 But when raw flesh appears on him, he shall be unclean.

Raw flesh—flesh that is discharging, red, and active—are indications of a severe, chronic skin disease. This person has not been healed and is to be declared ritually unclean and impure.
