To what does “gold of Ophir” refer?

Isaiah 13:12 (ESV)

12 I will make people more rare than fine gold, and mankind than the gold of Ophir.

Ophir was a region known for its fine gold. The exact location of Ophir is disputed, but it was probably a district in South Arabia (although Western Abyssinia or India are also mentioned in some sources).
