What does the term “minor judges” intend to convey?

Juges 10:1–5 (NEG79)

Tola and Jair are among the so-called minor judges of the book. These are called such not because of a lack of importance, but because of the brevity of their stories. This classification is similar to the term “minor prophets” (Hosea through Malachi) as opposed to the “major prophets” (Isaiah, Jeremiah, Ezekiel).
