Revelation 11:1–2 details an instruction John received. Revelation 11:3–13 provides the explanation explaining this instruction. Revelation 11:14 links this instruction‑plus-explanation to the third woe (which comes with the blowing of the seventh trumpet). The lengthy explanation (Revelation 11:3–13) can in turn be divided into three subsections:
the prophecy of the two witnesses (Revelation 11:3–6)
the response of the nations (Revelation 11:7–10)
God’s vindication of the witnesses (Revelation 11:11–13)
