Why is the nation at ease and has no gates or bars?

31 “Rise up, advance against a nation at ease, that dwells securely,declares the LORD, that has no gates or bars, that dwells alone.

The Lord repeats his command for the Babylonians to rise up against a nation that is at ease, that dwells securely and that has no gates or bars. The Arab tribes are described as a people who believed that their isolated existence in a vast desert would keep them safe from attack.
