The focus shifts from Nebo and Kiriathaim in the north, to Horonaim in the south of Moab. The anguished cry of those fleeing the invasion is heard. Moab is destroyed and her inhabitants have to flee for their lives. They ascend Luhith weeping as they attempt to escape to higher ground. On the same road down from Horonaim is heard the distressed cry of destruction.
The exact location of both these places is uncertain, but the image here seems to be of a nation that is facing the despair of overwhelming defeat and destruction and there is no refuge no matter where they go.
