The term translated as confusion
requires us to understand that these enemies intended in some way to sow discord among the people in the city of Jerusalem so that brother would rise against brother and the population be saddled with suspicion and hostility. The hope was that division would deadlock the rebuilding project (Genesis 11:7).
8 And they all plotted together to come and fight against Jerusalem and to cause confusion in it.
