Matthew 9:35 stresses that Jesus indeed visited all the cities and villages in his travels. Since Matthew does not here repeat the name of the area they were in (Galilee) and since he mentions Israel in Matthew 9:33, he probably is implying that Jesus included all the towns and cities of Israel in his preaching the kingdom and healing. To minister more effectively, he sends out the twelve disciples (Matthew 10:1).
Yes, Matthew 9:35 highlights that Jesus, while travelling through the country, did not skip any city and even visited the smaller towns and villages in the region. Since Matthew does not here repeat the name of the territory they had been in at that time (Galilee), and given that he mentions Israel just prior in Matthew 9:33, it is probable that he thereby wants to indicate that Jesus is now including all the cities and towns of Israel in his sphere of activity. To this end, he involves the twelve disciples (see Matthew 10:5–6). Jesus therefore also makes preparations for their involvement by mobilizing them (Matthew 10:1), introduced by Matthew by highlighting Jesus’ compassion.1
Matthew wants to prove to his readers that there is no doubt that Jesus perfectly fulfills his messianic calling. He travels through all the land, preaching in all the cities and the towns, and leading liturgies in the synagogues. In this way he reaches the people in its entirety, openly proclaiming the coming of the kingdom, and maintaining God’s law. Yet more than this, he reveals the gospel by means of healing various illnesses along the way.2
