Why are Zerubbabel, Joshua, and the remnant named again so soon after 1:12?

14 And the LORD stirred up the spirit of Zerubbabel the son of Shealtiel, governor of Judah, and the spirit of Joshua the son of Jehozadak, the high priest, and the spirit of all the remnant of the people. And they came and worked on the house of the LORD of hosts, their God,

Haggai again names Zerubbabel, Joshua, and the remnant of the people, earlier mentioned in Haggai 1:12, to reinforce the involvement of the entire community in obedience. God’s people could really only proceed with the temple rebuilding as a united community.
