The Hebrew word for drought
is choreb. It shares the same Hebrew consonants as the word for ruins
in Haggai 1:4 and Haggai 1:9, which is chareb. What is implied is that for as long as the state of the temple is ruins
(chareb), the state of the people will be drought
(choreb).1
11 And I have called for a drought on the land and the hills, on the grain, the new wine, the oil, on what the ground brings forth, on man and beast, and on all their labors.”
