What makes the question so emphatic?

Haggai (Aggée) 1:4 (ESV)

4 “Is it a time for you yourselves to dwell in your paneled houses, while this house lies in ruins?

The Lord asks a rhetorical question, one that is intended not to gain information but to provoke the hearers to take stock of their situation. Within the question, the Lord makes emphatic use of personal pronouns: Is it a time for you yourselves…? We could paraphrase the question thus: Should you be living in panelled houses while this house lies in ruins? The Lord is making plain that his people have put themselves and their comforts ahead of his call to rebuild his house in ruins.1
