Haggai 1 divides into two inseparable parts. Haggai 1:1–11 presents a divine message for the people, delivered to them either through or in the presence of Zerubbabel and Joshua. Haggai 1:12–15 gives the response to the message. The strong connection between the two parts is also illustrated by how Haggai 1:1 and Haggai 1:15 join together to make it a literary unit.
