In the past, in Egypt, Israel had been fruitful and had grown to the point that they became a threat to Pharaoh (Exodus 1:7–10). This will happen again. The Lord promises that their children shall be as they were of old, and their congregation shall be established before me.
The Hebrew word translated as congregation
refers to the nation gathered for worship or for political purposes. It describes a nation that is functioning the way the Lord had always intended it to.1 The Lord himself will punish any who seek to oppress his people. Never again will they find themselves in the same situation they were in, in Egypt. The failure and sin of his people will not prevent the Lord from fulfilling his covenant promises.
