How should we understand the “who” in this verse?

Isaiah (Ésaïe) 50:10 (ESV)

10 Who among you fears the LORD and obeys the voice of his servant? Let him who walks in darkness and has no light trust in the name of the LORD and rely on his God.

There is some debate as to whether the pronoun is an interrogative (“Who?") or indefinite (Whoever)? Most translations opt for the former, yet differ on how far the question extends. The ESV and NIV, which place the question mark at the end of the first line and render the remaining clauses as exhortations, do give the more natural read of the text.1
