The meaning of this phrase is not clear. Since there were some Jebusites who survived the battle (see 2 Samuel 24:16–24), we can assume that they were not permitted to enter the city and David’s palace.1 Alternatively, they were banned from the temple (see Leviticus 21:18).2 That the reference is to the Jebusites is made clear from the fact that David received the lame Mephibosheth at his table (2 Samuel 9:3–13).3 He did not have contempt for the lame (or the blind).
