The reference to your shepherds is speaking of Judah’s political leadership. One of the most devastating ways that Judah will experience the Lord’s judgement is the removal of her leadership. This is of course not surprising in a larger section (Jeremiah 21:1–23:8) that condemns the failure of Judah’s kings. The Lord says that the wind shall shepherd your shepherds. The image of the wind has been used before in Jeremiah to describe the Lord’s coming judgement in the form of the Babylonians (cf. Jeremiah 4:11–12; Jeremiah 18:17). The Lord’s judgement on Judah will mean that her failed leadership will be removed by the Babylonians. This prophecy was fulfilled during the invasion of 597 BC when Nebuchadnezzar took away King Jehoiachin and most of the experienced political leaders, so that under Zedekiah the land was left with weak and incompetent leadership (2 Kings 24:10–20).1 The end result is that Judah would be left ashamed and confounded as their evil betrayal of the Lord would be seen for the foolishness that it was. They would be left as a weak and exposed nation with no leadership.
