Why will the Lord not listen to Judah when they cry to him and why will the gods not save them?

The inevitable judgment is coming to Judah. The Lord is “bringing disaster upon them that they cannot escape." This disaster will come in the form of the Babylonian invasion. When it happens, the people will cry out to the Lord to save them, but he will not listen to them. The time for saving is over, the time for judgment has come. The hypocritical unfaithfulness of the people will be exposed by the disaster as they go and cry to the gods to whom they make offerings for help. But these gods, says the Lord, cannot save them in the time of their trouble. The irony is powerful. The Lord is the only one who can save them, but he will not listen to their cries because they have not listened to him. The pagan gods they have worshipped instead, in every city in Judah and in every street in Jerusalem, are powerless to help them. All these many places of pagan worship and ritual are altars you have set up to shame, altars to make offerings to Baal. They had given their devotion to Baal and other gods but this devotion will end in shame for them, both in the humiliation of judgment and in the foolishness of trusting in powerless gods made by their own hands instead of trusting in the Lord.
