Robbers would typically have a safe place to hide after stealing. In the same way, the people view the temple as a place of safety. Despite consistently breaking the covenant and going after other gods, they believed that their entry for formal worship in the temple would keep them safe from judgment and danger. But they are tragically mistaken because the Lord says, Behold, I myself have seen it.
The Lord sees through the self-deception of the people’s hypocrisy. He sees through their empty worship, and he sees their unfaithfulness. The temple is indeed not a safe place for them.
