Why does the “LORD of hosts” speak?

Nahum 2:14 (NEG79)

14 Voici, j'en veux à toi, dit l'Eternel des armées; Je réduirai tes chars en fumée, L'épée dévorera tes lionceaux, J'arracherai du pays ta proie, Et l'on n'entendra plus la voix de tes messagers.

Nahum 2 ends with a conclusion that looks beyond the historical events that will unfold in Nahum’s vision and explains the ultimate reality that lies behind all these events.1

The Lord of hosts himself is against Assyria. The name Lord of hosts refers to God as the One who is in control of all powers that exist. He is the Lord Almighty. The reader is left in absolutely no doubt that it is the Lord himself who is sending the invading army to destroy Nineveh.
