There is some debate around whether the woman mentioned in Hosea 3:1–5 is the same as the one in Hosea 1:1–11. Some commentators, such as Stuart1, make the case that this is not a reference to Gomer. Though the text is not explicit, the marriage metaphor breaks down if Hosea is being told to seek out another woman, since this would undermine the analogy to God’s persistent love toward the same people: Israel.2
Furthermore, Dearman,3 notes two textual similarities that support the view that Gomer (Hosea 1:2) is the unnamed woman (Hosea 3:1):

Added to these textual details, Hosea 3:1 suggests that the adulterous nature of the woman is already known to Hosea. Again, this seems most consistent with the view that it is Gomer rather than another woman.
