As we see in Hosea 2:14, despite mounting a damning case against Israel, God will not visit the nation ultimately with punishment but rather in pursuit of their fidelity, love, and obedience. In fact Hosea 2:15 does not make an appeal for Israel to answer or respond, but categorically states that she will answer,
indicating the outcome of God’s gracious movement toward his wayward people.
Of course, this movement does not exclude punishment (Hosea 2:2–13), yet these covenant curses serve to drive Israel back to God and away from the Baals (Hosea 2:7). Thus the combination of God’s love and judgment will transform the people.1 The result will be a singleness of heart.
