Isn’t it unfair that God passes over the Gentiles and Samaritans, and does not allow them to hear his message?

Matthieu 10:5–6 (NEG79)

5 Tels sont les douze que Jésus envoya, après leur avoir donné les instructions suivantes: N'allez pas vers les païens, et n'entrez pas dans les villes des Samaritains;

This question starts from a wrong premise. It is not that all people are in a neutral position and that therefore all are entitled to God’s message. When mankind, in Adam, chose God’s enemy, all mankind went against God. Every person stands guilty before God (Romans 3:1–31) and turns his back on God. Therefore, it is only God’s greatest grace that he even speaks to that man who, by nature, turns away, and offers him his love and goodness. Focus instead on that miracle of love.

God starts with his current covenant people at this time in history, and will then after Pentecost proclaim the gospel to all people.
