This paragraph can be divided into two sections, with Revelation 19:11–16 focusing on the white horse and the glories of its rider, and Revelation 19:17–21 zeroing in on the dinner the birds are to have as they feast on the victims of the horse’s rider. Strikingly, the two beasts are not part of the dinner as a different penalty is reserved for them (Revelation 19:20–21).
