Revelation 18 can best be divided into three sections, each designated by who does the speaking. Then we get this division: Revelation 18:1–3, Revelation 18:4–20, Revelation 18:21–24. Revelation 19 adds a fourth voice. Each voice provides a response to the demise of the woman of Revelation 17.
