2 Daniel declared, “I saw in my vision by night, and behold, the four winds of heaven were stirring up the great sea.

Daniel sees in his vision how the four winds are stirring up the great sea. The four winds are symbolic of how the Lord has the whole earth in his hand. See also Revelation 7:1.
