Angels are God’s servants (Psalm 103:20–21; Hebrews 1:14); they do not act on their own volition. That an angel now appears can only mean that God has sent him. This is another angel in distinction from the three angels whom God had sent in Revelation 14:6, Revelation 14:8–9.
15 And another angel came out of the temple, calling with a loud voice to him who sat on the cloud, “Put in your sickle, and reap, for the hour to reap has come, for the harvest of the earth is fully ripe.”
