Were these biological brothers, or extended family?

Judges 8:19 (ESV)

19 And he said, “They were my brothers, the sons of my mother. As the LORD lives, if you had saved them alive, I would not kill you.”

The term my brothers could refer to an extended family, a tribe, or a national brotherhood. In the current case, however, the term indicates a family relationship of blood brothers.1
