2 “Say to the people of Israel, ‘Appoint the cities of refuge, of which I spoke to you through Moses,

The Hebrew literally translates, Give yourselves the cities of refuge. The cities were thus given by the people as a gift from the cities which they already possessed and had been allocated (gifted) to them by the Lord.1
