What is the significance of the mention of "the king"?

Matthew 2:1 (ESV)

1 Now after Jesus was born in Bethlehem of Judea in the days of Herod the king, behold, wise men from the east came to Jerusalem,

The title stands in sharp contrast with the other title, “King of the Jews.” King Herod was not the legitimate heir to the throne of King David. He was some sort of tyrant.
